00:00:00  Some people believe that Russia has given up its political role
00:00:08  in the Central European region.
00:00:13  We want Ukraine to be an independent and free country.
00:00:20  We wish that Russia become a democratic,
00:00:24  parliamentary country and let me not list the other countries
00:00:30  There are Russian generals, who consider the old dessant
00:00:36  divisions to be very important to remain modern and retain the
00:00:41  characteristics of the army and who have consciously
00:00:45  withdrawn nuclear war technology in Russia for several years
00:00:49  with Westerners being happy about it because this way the nuclear force is not
00:00:56  scattered into more uncertain hands - they did not support Gorbachev for
00:01:01  no reason even when it was clear that he had weakened in power.
00:01:08  Nonetheless one should remember that a country, Tsarian Russia, has always
00:01:14  been a great power in Europe. This Russia had always had Königsberg as a potential target for reach
00:01:19  - such was the case in the XVIIIth century and during the time of Hindenburg
00:01:25  it was called Kaliningrad. And we should all think about
00:01:29  what the Dardanellas and getting out of the Mediterranean mean (for the Russians).
00:01:34  Many of you probably didn't know and didn't read about how Afghanistan
00:01:37  had been a target in their heads long before they went there.
00:01:43  Then it must be clear that the seventy-four years of Bolshevism
00:01:49  was only an episode in this, which, however, carried the same goals. Gromiko, if you have some free time,
00:01:55  I've always read Russian Foreign Minister Szasanov's documents in
00:01:59  the State Department's archives.
00:02:02  The big goals, they were done. We hope that now it is accompanied
00:02:07  by democratic goals and that the reform has succeeded.
00:02:10  But in Russian thought, Brest-Litovsk as a temporary
00:02:15  surrender is included. And when Lenin comes to power in '17,
00:02:22  what did he end up doing?
00:02:28  Well, Tsar Russia considered Serbia an ally.
00:02:35  She supported the birth of Czechia as a nation.
00:02:40  Panslavism was a frequent topic of correspondence between the greats of the XIXth century.
00:02:45  The entire Central and Eastern European region was the same way,
00:02:49  it was what was later called the Warsaw Pact, the Comecon.
00:02:56  And I have a book from Gyula Kornis' library,
00:03:03  where it says'we gain with
00:03:08  Lenin?’ and Kornis wrote next to this; we gained twenty-five years.
00:03:17  Because if Tsarist Russia had survived and the Entente Powers won in
00:03:24  that form in World War I, Tsarist Russian rule would have
00:03:31  been born in the Danube Basin.
00:03:36  Therefore, in a historical perspective,
00:03:38  and I am not saying this here alone - I have said this
00:03:44  even in more critical places from NATO to the Common Market -
00:03:50  but in this region it is necessary to think that
00:03:55  these areas should be supported economically and politically
00:03:59  and that American presence is needed. I said it in Moscow
00:04:05  in June 1990 at the last meeting of the Warsaw Treaty.
00:04:11  NATO needs all regional organisations and our security,
00:04:17  because if there is power, adventurers do not appear
00:04:24  and the thoughts remain far from adventurers.
00:04:30  Because we need to know that today we have the smallest army.
00:04:37  And we need to know that we can only build on security
00:04:41  policy and foreign policy.
00:04:43  Foreign policy is not my hobby - or maybe it is.
00:04:47  But I do it not because it is a hobby, but because the foreign policy that
00:04:52  our government represents and on which we put so much weight
00:04:57  guarantees the security of this country and it is not a luxurynor is it
00:05:03  a neglect of internal politics, economic and social policy.
00:05:07  Because with this foreign and security policy, we can be a stable oasis
00:05:12  where capital flows and this is what creates the
00:05:16  work opportunities, and that is why Hungarian independence remains.
