in the republic and the transition

some pre-created law
00:00:13 and a constitutional amendment,
but we return to the form
00:00:18 of state in the republic created by
the freely elected national
00:00:24 assembly of the Hungarian people,
according to the original concept,
00:00:29 so much so that this act of the republic
is directly governed by the Act of 1848.
00:00:38 Annex III to Regulation (EU) No
1822011 is amended as follows:
00:00:40 it is based on an act that underpins
modern Hungary in public law,
00:00:45 which sets out the principle of
ministerial responsibility.
00:00:50 It was therefore of great importance
00:00:54 for us to return to this act and its concept.
This therefore means
00:01:02 public law amendment, but also taking
into account the exceptional situation
00:01:09 that the transition represents
in Hungary today.
00:01:16 Of course, we are in favour of a peaceful
transition. In Hungary,
00:01:24 if foreign forces did not interfere,
transitions were always
00:01:30 peaceful on their own, and the
Hungarian revolutions were
00:01:36 bloodless until others intervened.
Therefore, we are in favour
00:01:43 of this and, in the same spirit,
as part of the global agreement on
00:01:51 the subject of the whole negotiation,
we accept, as an exception
00:01:57 to the transition period, that the final
provision is to say that
00:02:03 if the president of the republic
is elected before
00:02:11 the election of the new Parliament
during the political transition period
00:02:18 then voters will elect him
by direct and secret voting
00:02:25 on the basis of general and equal suffrage
for a period of four years.
00:02:32 As part of the political agreement,
we intend to link
00:02:40 all this with the obligation that
the election of the president of the republic
00:02:47 also constitutes an obligation to
issue parliamentary elections,
00:02:52 and that the election of the new Parliament
should take place no later
00:03:00 than 90 days after the election
of the president of the republic.
00:03:08 These issues should be addressed
under the signed agreement
00:03:13 to the specific provisions,
which can be drawn up in a precise manner
00:03:19 on the basis of the above.
00:03:24 These five organisations and parties,
00:03:29 which undertook to do so,
have done with the realisation
00:03:36 of their historical responsibility,
and all of this within a set of values
00:03:42 with which we could achieve the results
that we see now.
00:03:49 We believe that the president of the republic
who will be elected
00:03:57 on the basis of the people's sovereignity
may be elected in this case directly
00:04:05 because the representative system
is not yet fully legitimised.
00:04:12 That is why it is necessary
00:04:15 to elect the president of the republic
in such a form
00:04:22 and we believe that in this case
until the established organisation of
00:04:29 representative democracy can function
in the form which
00:04:36 the amendment of the constitution requires
and which we hope to adopt,
00:04:43 the Hungarian people can decide in a direct form.
We are convinced that
00:04:49 the Hungarian people never make
the wrong decisions directly.
00:04:55 Clearly, due to differences of views
and differences in judgement,
00:05:03 fair and incorrect statements
will also be made outside these walls.
00:05:12 Let's leave it to that.
The other issue that we would
00:05:17 like to address is that the five
organisations and parties that view
00:05:23 the whole agreement more positively
consider it to be a basis from
00:05:29 which they can move on and
a basis that means an agreement -
00:05:36 it is only on the basis of an agreement
that one can be held responsible.
00:05:42 We thought that we would come to an agreement
in what is honourable
00:05:49 and that we would be accountable to you.
Therefore,
00:05:55 all that we have agreed on
and which are part of a modern European Hungary,
00:06:02 a modern European constitution,
a modern European suffrage
00:06:07 and a modern European party system
we did not want to jeopardise
00:06:14 most especially amidst Hungary's situation
with regards to foreign, internal and economic policy
00:06:19 and we are convinced that our fellow
oppositionists see it the same way.
00:06:26 They have taken a different position
but on the basis of other considerations
00:06:34 and therefore the opposition round table
will continue to operate
00:06:39 despite these differences of opinion
and we wish to participate
00:06:45 in the further legislative work together.
To sum up all this, therefore,
00:06:52 in everything that remains we will once
again work together
00:06:58 and we will pursue these goals.
At present, I believe that
00:07:06 this is all that has to be said
and that both on the issue of the Workers’ Militia
00:07:13 and on the issue of the disengagement
of parties from workplaces,
00:07:19 these five organisations have shown
decisive behaviour,
00:07:24 including proposals and drafts,
and we stand by it just as well.
00:07:30 I just wanted to point out all this
that there shoud be no misunderstanding.
